500 error while reading file on longcat2.0

Summary

got 500 error everytime when agents try to read file while using shell on longcat-2.0

Expected Behavior

500 error should not be trigger

Actual Behavior

while using shell tool it trigger error 500 when multi-agent execute the workflow
and give ⚠ Error: 500 Failed after 3 attempts. Last error: Request rejected by unified dispatch policy

Steps to reproduce the issue

1. longcat need to be the main model
2. run multi-agent workflow
