Subject: [PATCH] CI: drop Python 3.9 from the NeoPlexon2Test matrix

neo requires Python >= 3.10 since #1808, so the 3.9 jobs fail at
`pip install --upgrade -e .` and, with fail-fast, cancel the 3.12 jobs.
