Subject: [PATCH] Take the air out of the tools strip

The slot under a tool's icon was 17dp deep for a 4dp bar, so the bar sat far
under the icon and a tool carrying no bar read as empty. It is 12dp now, deep
enough for the size tool's caption and no more, and a tool is 40dp rather
than 48dp tall. Pro's badge follows the tools' height, which is what made it
look stretched.

The strip is 46dp where it was 56dp.
