Subject: [PATCH] ci: set explicit test timeouts for sanitizer jobs

msan lacked a -timeout flag, falling back to go test's default
10-minute per-package timeout. Memory sanitizer instrumentation
is slow enough to exceed that regularly, causing spurious CI
failures.
