* Migrate legacy configuration to registry-backed Spago 1

* Modernize CI actions and JavaScript development tooling

* Configure approved registry release 1.0.1

* Replace ESLint with basic Oxlint and Oxfmt tooling

* Use registry solver without a package set

* Declare tested compatibility ranges for test dependencies

* Use latest registry set with compatible node-buffer override
