📝 Description
Populates db/ folder with docker compose setup. Local barebones. Used kysley-ctl to run these migrations.
✔️ Verification
Was able to run a filler migration (will add further validation in a stacked PR adding the actual draft migration)

We don't have a package.json for the frontend/ yet
Dependabot only looks at the root package.json
Inconsistent @nx package versions
tl;dr more scaffolding cleanup
