fix(dashboard): harden Galaxy operating bounds

Summary

• make Galaxy carrier lane admission deterministic under translation, rotation, and input-order changes
• keep local orbital phase and emitted velocity on the same bounded endpoint
• preserve parent-orbit geometry while applying the painted black-hole exclusion
• update dashboard asset cache-busters and make physics migrations apply per-version
• add focused operating-bound and browser regression coverage
