Cap the coverage sandbox to the selected Docker daemon capacity. Refuse private-source coverage transport when the receiving artifact repository is public or unknown. Preserve the local quality and formal review gates. Independent composition source review: b25a471ca7d97d5a34ff5df7be0e3291ed96846619651d676774ae304858ee47 Local full gate: 6518 passed, 4 skipped, scripts/ci statement and branch coverage 100%. 기존 OpenCode run
38443671498은 2 CPU daemon에 고정--cpus 4를 요청해 exit125로 실패했다. 공개 exact source fetch는 성공했지만 coverage 측정·model inference는 실행되지 않았으며 fallback review는 COMMENTED였다. 이를 키 실패나 정식 승인으로 해석하지 않는다.이 PR은 source-only 수리다. 원격 Actions·실제 Docker 실행·literal auto 추론·정식 독립 App 승인은 이 로컬 검사/리뷰로 충족되지 않는다. private provider admission, Secret binding, 비용 및 retention은 별도 미완료다. 실제 원격 head 검사를 확인한 뒤, 사용자가 허용한 인프라 예외가 필요한 경우 해당 결여만 명시하여 병합한다. 소스 finding, privacy/cost/credential gate는 면제하지 않는다.
원격 fresh-source 실행은 소스 납품 후 기존 native issuer 경로를 사용한다. 이전 run의 immutable source 재실행을 수리 소비로 간주하지 않는다.
관련 추적: #2638, #2639. 이 PR의 병합으로 운영 추적 이슈를 자동 종료하지 않는다.

CodeRabbit SUCCESS의 내용은 rate limited, Devin SUCCESS의 내용은 trial expired/credits0 skip이므로 정식 승인이나 실행 완료로 인정하지 않는다. native Noema/OpenCode exact-head APPROVED 없음. 사용자 직접 인프라 bypass 허용에 따라 소스 납품에 한정한 예외 병합을 진행하며 미완료 Actions·모델·App 증거는 미완료로 유지한다. 소스 finding이나 privacy/cost/credential gate를 면제하거나 상태를 조작하지 않는다.
