overly strict element order in structure definition

Currently, our XML schema requires all field definitions and extra-include specifications to appear before any virtual-method, custom-method, or codegen-overide specifications. There is no good reason for requiring this, and the schema could easily be relaxed in this regard without impairing the operation of the generator
