What does this PR do? What is the motivation?
Adds the GPU tracing compatibility matrix to the canonical GPU Monitoring tracing documentation. It documents supported CUDA and CUPTI versions, tracer release coverage and changes, minimum framework versions, and the recommended tracer release.
This ports the content proposed in ddoghq/gpu-mon-tracing-docs#7 into the main documentation repository.
