[DOCS-15755] DDR: update Create and link your secondary org

What does this PR do? What is the motivation?

The Datadog Disaster Recovery (DDR) team has a revised version of the setup docs drafted in Google Docs and vetted by Legal. I'm transferring those changes over to the official documentation, doing it in pieces so that the diffs are smaller and easier to review.

This PR updates part 1 of the setup procedure: Create and link your secondary organization.

The page disaster_recovery/_index.md contains two managed sync sections that both use the syncing-data ID, producing duplicate DOM IDs. Fragment links (#syncing-data) and collapse-opening logic will target only the first section, making navigation to the second section unreliable.
