Editor config option `gdscript_formatter_indent_blank_lines` does not work with Godot editor

Works well from cli and zed editor but some reason it does not work add-on. I tried addon version "0.24.0" from GitHub (since addon yet to update in Godot store).

Also, dedicated cli option for "indent_blank_lines" would be nice.

Temporary Fix:
If I add .editorconifg file at temporary file path (/tmp/) then it works with addon.

I'm unable to use gdscript_formatter_quote_style when using the godot editor, likely a similar issue. Seems to work when linting from the command line

Linked to #316; It happens because to avoid issues with Godot detecting formatting as an external file change and giving you a pop-up, the formatting actually happens outside of Godot in the system's temporary folder.

I need to see if we can distribute the new standalone GDExtension-based addon with the asset store which should not have this problem, as the formatter is compiled into the addon instead of running as an external process there.

I'll look into patching the addon that relies on the external formatter too when I have some free time.
