Codex release-gate review of 0.9.11..master (+bump) said DO NOT SHIP. This PR fixes its should-fixes: discloses the unverified iOS 17 DragGesture press fallback (may block ScrollView scrolling; tap may precede press_in) in the CHANGELOG and components guide; 'always paired' only on a node declaring both props; zig mutex comment nitpick. The blocking items are process: physical-device verification (Moto G 2021 Android 11 run follows; recorded in the decision record here before merge) and mob/mob_new lockstep (mob_new 0.6.5 is cut right after 0.9.12). Linear MOB-380.
