docs: announce end of active maintenance

I've added a notice at the top of the README announcing the end of active wrapper maintenance while daily Copilot CLI image updates continue. Copilot's native local sandboxing now covers the project's original use case for most users.

The notice briefly lists native sandboxing benefits, the remaining container use cases, and an invitation to discuss continued maintenance.

I've checked the diff for whitespace errors. All 620 existing unit tests passed during the preceding project assessment.
