Update the version of OpenBLAS.
Upstream merged use of
ieeeck.f, which pulled in new dependencies on libgfortran. Extend the NO_LIBGFORTRAN Makefile-only patch to avoid the new routines, which on all the platforms we support returns1. Also remove the windows patch since upstream merged a PR to replace it.
