Phase 0 simplifies Maple Agent's existing Goose runtime before the Pi replacement in #1104 and #1109. Tasks run with one “Allow all” behavior; the approval UI and mode API, Goose subagents, local Usage tables and estimated cost, and standalone CuaDriver integration are removed. The related confirmation/state fixes, documentation cleanup, scenario checklist, and performance check are included.

This consolidates #1090, #1091, #1093, #1094, #1095, #1096, #1097, #1098, and #1099 into one commit and one review. Their branches and review history are retained.

The stack now has one PR per phase:

Validation: the phase-0 Git tree is identical to the former combined head 9663764acbffc155cfd867d2455201c9738f68bf. Phases 1 and 2 were restacked with exact tree equality and equivalent commit patches, including the latest fixes. This is a history/PR consolidation with no source changes; the test suites were not rerun locally for it.
