Publish unified xGRIB 0.3 Alpha suite

Summary

Publishes the unified xGRIB 0.3.0.0 suite to Alpha and supersedes #1405.

Highlights

• Adds the new native Android arm64 build with a touch-oriented interface, local GRIB loading, server forecast downloads, chart/preset areas, account handling, and on-device weather/wave/current combination.
• Includes the wrapped/global-longitude corrections and full four-part version reporting across the 0.3 release line.
• Adds Debian 12 arm64 and Flatpak aarch64 alongside the refreshed desktop packages.
• Makes every release archive directly importable in OpenCPN by embedding a top-level metadata.xml; the same archives remain suitable as catalogue payloads.
• Retains the desktop environmental generator on supported desktop platforms.

Validation

• Unified source release matrix: all 15 publication jobs/checks passed.
• Android arm64 was installed and exercised on a real OpenCPN 5.14 tablet, including navigation, account-entry layout, source/area choices and GRIB workflows.
• All ten catalogue metadata documents validate individually and match their catalogue entries exactly.
• All ten Cloudsmith tarball URLs were checked after publication and return HTTP 200.
• Debian 12, Debian 13 and Android archives were downloaded and inspected: each contains exactly one top-level metadata.xml, matching its separately published metadata.

Windows x64 status

A native Windows x64 package also compiles, packages and passes the standalone checks. It has not yet been loaded on an actual Windows x64 OpenCPN host, so it should be considered experimental.

It is deliberately not advertised in this catalogue PR: current OpenCPN catalogue matching/schema does not provide an unambiguous msvc-wx32 x86-vs-x64 target, and reusing the x86 ABI label could offer the wrong binary. The experimental x64 archive remains available for explicit manual testing while proper host/catalogue ABI support is resolved.

The existing Windows x86 package is included normally.

Catalogue note

The repository-wide schema check still reports the pre-existing unrelated meta-url error already present on Alpha. Every xGRIB metadata file validates against ocpn-plugin.xsd.
