Fixes #10008

What and why

Adds a "Parameter and variable references" section to CLAUDE.md so the page-citation convention for reference entries is written down in the repository. It came up in the review of #9743: the rule lived only in the author's local instructions, so reviewers could not see it and each PR reopened the discussion. AGENTS.md already sends agents to CLAUDE.md for modeling conventions, so one copy covers both.

The section says:

  • One reference entry per source document. URLs that differ only by #page= point at the same source.
  • One cited page: the page goes only in the URL fragment (#page=57), with no page text in the title.
  • Several cited pages: the href opens the first cited page, and the title ends with #page 72-75 (consecutive) or #page 29,32-33,36,41 (nonconsecutive). Titles containing # are quoted.
  • The URL fragment is one destination; never #page=1,3,5.
  • One multi-page table is not split into one entry per page.
  • Variable reference tuples use a # PDF pages … comment above a multi-page href, dropped when the href cites one page.

PolicyEngine/policyengine-skills#96 makes the same change in the model-development skill and the rules-engineer and implementation-validator agents.

Not included:

Test plan

  • Not applicable: documentation only, no policy changes.
  • make format
  • Changelog fragment in changelog.d/

axiom: n/a: documentation only; no policy changes.

Adds a "Parameter and variable references" section to CLAUDE.md: one
reference entry per source document; a single cited page goes only in
the href fragment; several cited pages keep the href on the first page
and end the quoted title with "#page 72-75" or "#page 29,32-33,36,41";
never a page list in the href; variable reference tuples use a
"# PDF pages" comment in the same shape.
