feat[bsp][stm32][h7]: add UART4 RX DMA configuration

为什么提交这份PR (why to submit this PR)

STM32H7 的通用 dma_config.h 中缺少 UART4 RX DMA 配置。

当 BSP 启用 UART4 RX DMA 后，USART V2 驱动会使用
UART4_RX_DMA_INSTANCE、UART4_RX_DMA_REQUEST、
UART4_RX_DMA_IRQ 等配置，但 H7 当前没有提供这些宏，
会导致 UART4 RX DMA 配置无法正常编译。

你的解决方案是什么 (what is your solution)

在 STM32H7 通用 DMA 配置中补充 UART4 RX DMA 定义：

• UART4_DMA_RX_IRQHandler
• UART4_RX_DMA_RCC
• UART4_RX_DMA_INSTANCE
• UART4_RX_DMA_REQUEST
• UART4_RX_DMA_IRQ

UART4 RX 使用：

• DMA Controller: DMA1
• DMA Stream: DMA1_Stream0
• DMA Request: DMA_REQUEST_UART4_RX
• IRQ: DMA1_Stream0_IRQn

该配置与现有 USART2 RX DMA1 Stream0 配置放在同一个条件分支中，
避免同时为同一个 DMA Stream 生成两套默认配置。
