feat(dock-panel): add internal resizing and simplify component #961

Related to #961

Simplifies DockPanel’s implementation and API, and improves application integration.

• Clean up code and naming; remove custom focus management.
• Add optional internal resizing using the unchanged Resizer, preserving custom rail, gap and layer settings.
• Add minimizeCounter, retaining controlled collapse.
• Place Close above Restore in minimized side panels.
• Remove external ref forwarding, generic HTML attribute passthrough and custom accessible-name overrides.
• Update documentation, Storybook examples and tests.

Validation

• TypeScript, lint/format, library build and Storybook build passed.
• All 96 DockPanel tests passed after the final fix.
• Browser checks passed for placements, presets, resizing, state preservation and layout. All four placements were rechecked after the final fix.
• Full suite before the final fix: 2,406/2,407 passed. One Calendar test failed because it expected Jul 2025 but received juuli 2025.

Mobile integration remains postponed until the new TEDI-Ready Sheet supports external collapse control and preserves content when minimized.
