fix(runner): isolate provider temp owners

Related #1379

Parallel provider rows can share a temporary-file owner, so one row can delete another row's live files.

💡 Changes

• Give each dispatched row a distinct owner without adding a process per test.
• Cover overlapping identical arguments, strict mode and test/script cleanup.
• Verify source and standalone builds on Bash 3.0 and macOS Bash 3.2.
