Now that a @ui5/webcomponents-cypress-commands release accepts a cypress ^16 peer, restore the Cypress 16 bump for the standalone examples/vite-ts and templates/vite-ts projects (and drop the removed allowCypressEnv config option). Reverses 830157e.
