Change 2 of ADR 0039: the supervisor may repeat a failed stage or move it to a fallback agent, where a change's own configuration allows it, and always says so.

  • act (supervisor.mode), only in a change's own harness.json together with autonomyLevel: "autonomous", and only with more than one attempt per stage.
  • Decision, from the failure's diagnosis: likely to pass (rate limit, service failure) → the same agent again; cannot pass by repeating (not installed, not signed in, blocked, no network) → the first agent in fallback.<stage> the policy allows and the stage has not run on; unknown → nothing.
  • Policy: allowProviderChange for another provider, allowCostIncrease for any agent but the local model. Every registered agent now names its provider. A fallback passed over is named with its rule.
  • Chain: an agent's failed is held until decided; a stage tried again yields no failed. Each repeat/move is a progress line, an audit message entry from supervisor with supervisorDecision, and the next attempt's stageStarted with the new agent and reason. A moved stage runs its new agent with that agent's defaults.
  • Advise: the last-run suggestion names the fallback act would use.
  • UI: a change's Harness Settings offers Act under Autonomous, with a warning on cost and providers, a fallback field per stage and the two allowances; choosing it asks for a second attempt where there is one. The global view offers none of it.
  • CLI: openspec-ui-cli run prints why a stage is attempted again.
  • Found live: claude-cli-acp reports "Not logged in" as an ACP message, so the diagnosis missed it; the runner now diagnoses from what an ACP agent says, too.

Checks

  • typecheck clean, lint 0 errors; core 2096, core-git-subprocess 67, cli 201, webui 711, server 122, extension 502 passed.
  • openspec validate --strict; merge gate with the absolute worktree path: only 4.4 open (Human-only, for the owner).
  • Live move (4.3): gemini-cli not on the PATH → moved to local-llm-acp (passing over copilot-cli-acp for cost), which ran and completed apply; record in tasks.md.

Under supervisor.mode "act", set in a change's own harness.json with
autonomyLevel "autonomous" and more than one attempt per stage, a stage
whose failure is likely to pass is attempted again on the same agent, and
one that repeating cannot fix is moved to the first fallback agent the
change's policy allows (allowProviderChange, allowCostIncrease). Every
repeat and move is said, recorded as a supervisor message entry, and costs
an attempt; a chain says failed only for a stage it does not try again.

Agents name their provider; under advise the last-run suggestion names the
fallback act would use; the change's Harness Settings offers Act under
Autonomous with the fallback per stage and the allowances; the CLI prints
why a stage is attempted again. An ACP agent's own message now reaches the
failure diagnosis (claude-cli-acp's "Not logged in" was diagnosed unknown).

The fallback per stage was a free-text field with its own suggestion list,
unlike every other agent choice in Harness Settings; it is now one agent
list per fallback plus one to add the next, the editor's chat excepted.
The band's rule that stretches its fields stretched the two allowances'
checkboxes across the row and pushed their labels out of sight.
