feat: add analysis_options.11.1.0.yaml - #243

Introduce the 11.1.0 ruleset (copied from 11.0.0) to host new rules.
Complements use_declaring_parameters and unnecessary_primary_constructor_body. The rule is still in the 'testing' state in the SDK (not listed in rules.json) but works on Dart 3.13 stable.
Flags imports of package:flutter/material.dart and cupertino.dart in favour of the decoupled material_ui and cupertino_ui packages (Flutter >=3.47).
initialize_in_field_declaration, empty_container_bodies, no_runtimetype_tostring and unnecessary_const_in_enum_constructor are enabled since 11.0.0 but were still listed as excluded because the bot_updater workflow has been failing. Also adds the Dart 3.14 rules future_sync_value and unnecessary_this_alias with their reasons.
