Move the full Clang test matrix (all C++ standards, libstdc++ and libc++, sanitizers and Werror) from Clang 22 to Clang 23, and demote Clang 22 to the Release.Default-only tier alongside Clang 21-19. The supported platforms table in README.md was regenerated with beman-readme-platforms. The regenerated table also drops GCC 15 from the GCC row, since GCC 15 is not in the CI matrix; the previous README was stale. Verified locally with beman-local-ci --compiler clang --versions 23: 14 passed, 0 failed. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
