Adds reproducible development and CI checks on top of #114. A small RoboStack Jazzy environment runs the core tests with real ROS imports; format tooling and optional Qt/RQT dependencies live in separate environments.

Follows bitbots_main's manual formatting-check stage, adds repository hygiene hooks, and removes irrelevant C++ hooks. Adds PEP 517 builds, Python metadata/runtime dependencies, excludes test fixtures from wheels, fixes the visualization install path, and checks both distributions and ROS resources. Ruff modernization is mechanical.

Validation: pixi run --locked test (104 tests), pixi run --locked package, and pixi run --locked -e format lint pass. Hardware/robot validation is not part of these checks.

Stack: based on #114; subsequent PRs add strict typing, parser validation, and runtime/debug cleanup. Architectural options are tracked in #115, #116, and #117.

I am working on behalf of @jaagut.

Full stack, bottom to top: #114 → #118 → #119 → #120 → #122 → #123. Merge in that order.
