We build all release binaries except for macOS with nix, so they are reproducible. Is it possible to build arm64 binaries for windows with nix, so they can be built from linux without depending on windows, especially arm, runners?

Reuse the Windows package builder and wheel packaging for the LLVM/MinGW
ARM64 target. Build OpenSSL statically with its ARM64 configuration and
bootstrap compiler-rt without a dependency on the not-yet-built Windows
CRT or winpthreads.

Build release artifacts in the existing Linux matrices. Keep native
Windows smoke tests separate and test the Linux-built binary and wheel.
LLVM windres needs an explicit SDK include path when invoked outside the
Clang wrapper. Apply it to winpthreads and static OpenSSL so their Windows
resource files can be compiled on Linux.
