Add paginated player scoreboard

Summary

• Add a dedicated /scoreboard page and navigation link
• Rank scoring players by points, then the time they reached their score
• Exclude zero-score and unavailable accounts; paginate 25 players per page

Verification

• 27 focused route and scoreboard tests passed
• Local /scoreboard preview returned HTTP 200
• git diff --check passed
