feat(dhcp-relay): export the CMDB DHCP relays to openconfig-relay-agent - #78

Conversation
Fetch the DHCP relay interfaces from the CMDB and expose them in the openconfig-relay-agent dhcp container, one entry per logical interface (routed port or SVI), with the relay servers as helper-address. The CMDB endpoint reaches the device through the logical interface, so the datacenter filter needs a different prefix than the other endpoints. Netbox silently ignores an unknown filter and returns everything, hence datacenterFilterWithPrefix, which keeps deviceDatacenterFilter unchanged for the existing callers.
