feat(pstack): add prompting references to /poteto-help - #507

Pack the guide and the prompting post into two dense reference files. prompting.md holds the rules for a prompt: the goal, the done check, the constraints, the context, and one-line steers. recipes.md holds short prompt templates for each kind of job. SKILL.md stays lean and points at the files where a user words a prompt, steers a run, or needs an example. Bump pstack to 0.15.12.

Why
/poteto-helptells the user that a good prompt states the goal and how to tell it's done, then links the guide. The agent that answers has no dense rules or templates to draft a prompt from. This PR packs the prompting advice from the guide and the prompting post into two reference files.What changed
