[Backport release-1.19] Modified Dapr Pub/Sub Example with Producer and Consumer (#1823)

Manual backport of #1823 to release-1.19. The automatic backport failed on a conflict.

The conflict was in spring-boot-examples/pubsub/{consumer-app,producer-app}/pom.xml. They now use the new pubsub parent, and every pom carries the release version 1.19.0-rc-1 instead of 1.20.0-SNAPSHOT.

The commit author is the original author, so DCO matches the sign-off.

Test plan:

• mvn -Pintegration-tests -pl spring-boot-examples/pubsub/producer-app,spring-boot-examples/pubsub/consumer-app -am test-compile passes under JDK 17
• CI green
