Removes the foojay resolver plugin from
settings.gradle.kts. Nothing in the build declares a Java toolchain, so it was never used, and the foojay download URLs have started returning HTTP 400 (it broke CI in android-places-compose, see googlemaps/android-places-compose#146). Same cleanup as android-maps-utils (#1669) and android-samples (#2373).
