HyperFrames v0.8.63

HyperFrames adds IBM Bob as a supported coding agent, and Studio stops a thumbnail error loop that could hang the timeline. Static file requests now stay inside their served folders, closing a path traversal gap.

Requesting changes because the release notes are incomplete. The code and version bumps are fine.

What checks out at 10e3211

• The diff is 18 files: 16 one-line "version": "0.8.62" → "0.8.63" bumps (13 packages plus 3 plugin manifests), docs/changelog.mdx and releases/v0.8.63.md. There are no source changes.
• Every published package is on 0.8.63. sdk-playground is private and unbumped, as intended. Inter-package deps are all workspace:*/workspace:^, so none of them need editing.
• The branch is release/v0.8.63, so publish.yml resolves the version from the branch name.
• The 13 entries in the notes match v0.8.62..<branch base 29378b6c> one-for-one.

The gap
main has moved one commit past the branch base: 06340f656 fix(studio): clip pictures at full strength and a seam where touching clips meet (#4309), 9 files under packages/studio/src.

strict_required_status_checks_policy is false, so the PR can merge without a rebase. publish.yml builds from merge_commit_sha, so v0.8.63 would ship #4309's code. The notes don't list it, and the "No visible change" section says no packages/studio source changed, which would be false for what's published. The fix is also never recovered later: the v0.8.63 tag would contain it, so v0.8.64's v0.8.63.. range skips it and no changelog ever lists it.

Fix: rebase onto current main and regenerate the notes so they include #4309. Ping me and I'll re-approve at the new head right away.

Re-review at e6858e5. My change request at 10e3211 is resolved.

• The branch is rebased onto current main (06340f6), and main has moved no further since.
• The notes now list 14 entries, and they match the 14 PRs in v0.8.62..06340f6 one-for-one, #4309 included. The stale "no studio source changed" line is gone.
• The diff is still the same 18 files: 16 one-line bumps to 0.8.63 plus the changelog and release notes. There are no source changes.
