build(deps): bump Go toolchain to 1.27.1 and update tooling/deps - #181

- Bump Go directive to 1.27.1 in go.mod, Makefile, .golangci.yaml, .project-settings.env, and pre-commit hooks
- Update golangci-lint to v2.13.2, buf to v1.73.0
- Update pre-commit hooks: hadolint v2.15.1, cspell v10.2.0, markdownlint v0.18.1
- Bump go.mod deps: ewrap v1.5.2, sectools v1.2.9, go-brrr v1.1.0, go-fiber/schema v1.8.6, and golang.org/x/{crypto,net,oauth2,sync,sys,text}
- Reorder exhaustruct/exhaustruct_v5 disable entries in .golangci.yaml
- Update CHANGELOG.md and go.sum accordingly
