[UPDATE] scheduler to v1.0.9 for LNbits v1.0.0+

Adds Scheduler v1.0.9 to the vetted extensions registry for LNbits >=1.0.0.

The previous registry entry (v0.1.3) was capped at max_lnbits_version: 1.3.0, so the extension was not visible to users on modern LNbits. Following update_version.py semantics, the old entry's max_lnbits_version is now 1.0.0 and this new entry covers 1.0.0+.

Supersedes #822 (which targeted v1.0.8).

• Added dependabot.yml for uv, pip, npm, and github-actions ecosystems
• Added tag-triggered release.yml workflow
• Removed leftover [tool.poetry] config and poetry-core build-system
• Refreshed uv.lock: lnbits 1.6.0rc2 -> 1.6.2 and other dependency updates
• Fixed test collection (pythonpath in pytest config) - all 8 tests pass
