Please provide a reproduction of the bug

The current callout implementations for fabric has a few issues:

• macOS - the positioning in the positional storyboard test is inconsistent with win32. The callout should be positioned in the direction specified by the button. So the left button should show the callout to the left of the button and so on.
• windows - the callout does not appear to be anchored correctly to the launching button.
