Description

Nightlies are failing even though we unset npmMinimalAgeGate so we're trying to use npmPreapprovedPackages instead: https://github.com/microsoft/react-native-test-app/actions/runs/36962812315/job/110699995433

cd packages/app
node --run set-react-version -- nightly
yarn install --mode update-lockfile
