Context
The web editor now toggles each pending change independently in the publish flow instead of grouping all configuration changes together, and adds a deployment-wide "Selective publishing" setting (persisted, default off) that gates the per-row checkboxes. Removal-related rows still select and deselect as a group so partial publishes stay consistent. The settings toggle ships unconditionally, but the per-row checkboxes in the publish flow are additionally gated behind a remote feature flag (
scoped-publishing), so confirm rollout state before merging.The backend now validates explicit publish selections strictly: if a selection would require unselected dependencies or would drop requested actions, the publish aborts before any commit is created instead of silently expanding or trimming the selection.
