Add testing to ensure commited Dockerfiles are up to date and a cursory test for xdebug being loaded properly

It could be good to have Github actions to

verify that changes are made to the template files and then appropriately propagated to the generated files
do a simple sanity check to verify that xdebug loads appropriately for the images

Yes.

The good news is this failure is expected and a good example of why it may be useful to have these pipes.

This commit introduced changes to the XDebug configuration but did not update the generated files.

#20 should resolve these failures.
