Required resource packs in data packs are still not downloaded in version, changelog tabs

Please confirm the following.

• I checked the existing issues for duplicate problems
• I have tried resolving the issue using the support portal

Describe the bug

While issue #3548 addressed required resource packs not being downloaded automatically from the main project page, the changelog and versions tabs have yet to receive the same treatment after several months.

Steps to reproduce

1. Navigate to any data pack that has a required resource pack.
2. Navigate to the changelog or versions tab
3. Click download

Expected behavior

A popup should show up prompting users to download "as ZIP" or "with deps", as is the case on the main download page. I have created a draft UI for this here:
