The rule

AGENTS.md (origin/main 93cfc3f59, lines 16–18): 「Runtime strings — refusal prose, prescriptions, anything an author is shown — carry no tracker number (pnpm check:doc-authoring): the lesson goes into the text.」

packages/cli/src/commands/migrate/meta.ts (about :519–526 on 93cfc3f59) prints each semantic TODO to the author:

The measurement

• The [Decision] 承重出处该用什么形式:同一周已合并 PR 编号有 11.7–15.1% 今天已 404,而本仓源码正以它作凭据 #19123 dev round, relayed (⛔ this seat did not re-run the REST probe): across packages/spec/src/migrations/**, those positions hold 2,060 tracker-id sites (478 distinct numbers). 178 of those sites cite numbers that answer 404 today (deleted, not moved: the census found 0 answering 301). PR docs(spec): anchor five dead tracker citations to commits, and measure the true clean-up scale #20226's body carries the census method and its controls.
• This seat's own corroboration, at 93cfc3f59: git grep -c -E '#[0-9]{4,5}\b' over packages/spec/src/migrations/entries/** counts 1,529 lines in 590 files. That count is line-level and wider than the three positions, so it is an upper bound, not the same instrument.
• pnpm check:doc-authoring exits 0 over all of them. Rule 3 does not recognise the reason / replacement / acceptanceCriteria positions, and Rule 3b excludes packages/spec/src.

Why it matters

An operator running os migrate meta on a real project reads 「why:」 and 「verify:」 lines that send them to tracker numbers. Some of those numbers no longer exist (178 sites), and the rest can disappear in turn: #19123 measured an 11.7–15.1% one-week decay. The lesson each entry exists to teach is then behind a link instead of in the text the author is reading.
