What this PR executes: ruling C+D's form C (5749154545 on #19123) for packages/rest/src/**, as stage 1 (PR #20624) applied it.

Checklist:

• PR shape: draft, base main. The first line is Part of #20594, followed by a line-initial Clause-②: no. There is no closing keyword, because cli, types and the rest of the lane remain. The gate Part-of PR must not also close its card is green.

• Scope: 86 files. There are 85 files under packages/rest/src, each with additions equal to deletions (451 / 451). The 86th is one changeset (@objectstack/rest patch). check-governed-merges --pr 20632: NOT governed.

• Review route: changeset prose is a contract-review surface. The at-tier record on the PR is PASS at this head. It found:

The producer is packages/cli/src/utils/i18n-extract.ts:2294, a string literal that writes #11671 into the header of every generated .source-hashes.generated.ts. The packages/cli stage of this card (next) will re-anchor that literal at the producer and regenerate the bundles with os i18n extract, ⛔ never by hand. Its claim will declare the regenerated files in the other lanes' packages as generated-only touches. The other lanes' stages can keep leaving their generated copies alone.
