feat(ecosystem): add Togul OFREP API

This PR

Adds Togul to the ecosystem as an OFREP API implementation:

• POST /ofrep/v1/evaluate/flags/{key}: single-flag evaluation.
• POST /ofrep/v1/evaluate/flags: bulk evaluation with ETag / If-None-Match (304).
• eventStreams in the bulk response: an SSE endpoint that sends refetchEvaluation when a flag in the environment changes.
• CORS open for browser clients (X-API-Key, If-None-Match allowed; ETag exposed).

Tested against @openfeature/ofrep-provider, @openfeature/ofrep-web-provider (bulk), the Go contrib ofrep provider and openfeature-provider-ofrep (Python). Values and reasons matched on every case: static, targeting, disabled, and flag-not-found.

Also adds the monochrome togul-no-fill.svg logo. It is identical to the one in the providers PR, #1556.
