Release overrides could reuse existing tags and fail only after building and stamping metadata. Status checks used an annotated tag object's SHA, read only one page of runs and could mix releases on the same commit. Asset download errors were ignored before updating the Swift package manifest.

Reject existing tags and invalid SemVer leading zeros in the initial version check. Resolve tags through the commit API, paginate release-triggered runs and match the exact release tag. Require the Apple archive before stamping. GitHub reruns remain supported; manual dispatches are deliberately excluded because their version inputs are not available in run metadata.

Validation: all 13 script tests pass; parent checks expose seven failures and the missing scoped-run API. Read-only verification against v7.1.0 finds all six publishing workflows on the correct commit. The workflow's asset gate precedes the stamp, and actionlint passes.
