Python wheel builds still accepted CMake 3.18 even though the core now requires 3.20. Match the scikit-build requirement to the core so an older installed CMake is replaced before configuration.

Validation: parsed package metadata and checked it against the root requirement; Python 3.14 wheel built locally with CI-pinned Conan dependencies and all 97 installed-wheel tests passed. This changes only the build-tool lower bound.
