Adds the Changes in 10.16.6 section to the server release notes, in the short patch-release form used for 10.16.5 (#145). 10.16.6 fixes a regression introduced in 10.16.5 (owncloud/core#41890), so it carries a regression banner instead of a security one.
Also moves
