Cannot merge: @babel/cli@8.0.6 requires Node ^22.18.0 || >=24.11.0 but the CI matrix runs Node 20.19.5 and engines.node specifies 20 || 22 || 24.

Babel runs on every matrix job (npm ci runs the prepare script, which builds with Babel), so the Node 20 job cannot satisfy this requirement. Bumping only the CI Node version would leave the declared minimum untested, so this is deferred until engines.node drops Node 20 independently.

@babel/cli@8 also requires @babel/core ^8 (this repo is on @babel/core 7.29.6), which is the ERESOLVE failure in every CI job. Part of the co-dependent Babel 8 group — see #283 (@babel/preset-env) and #256 (@babel/plugin-transform-flow-strip-types).

Converting to draft so this is skipped in automated dependency runs.
