Maintainer-requested contextual Dash artwork update.

Motivation / Context

Show Dash coordinating tests, refactoring and documentation at the DevTools workstation.

Changes

Verification

  • PNG structure, dimensions and SHA-256 verified; cleanup preserves the image bytes.
  • git archive contains no docs or root README Markdown; git diff --check passed.
  • composer dev-tools: cannot locate Composer autoload/dependencies in this isolated checkout.

Documentation / Generated Output

  • README updated; Sphinx already references the same local banner.
  • Existing wiki pointer update retained.

Changelog

  • Unreleased / Changed describes the contextual banner.
