Related Issue

Closes #145: supersedes the DevTools-owned changelog-writing guard task by removing its writer/domain and adopting the external lifecycle's verified baseline and managed-head policy.

Closes #243: supersedes the DevTools-specific Unreleased readiness heuristic and dispatch-prompt task. The selected external lifecycle prepares its version PR directly from independent fragments. This PR does not implement the proposed fixes/count thresholds.

Related only: #197 (scoped shim distribution), #238 (release-safe refs across all automation) and #240 (organization-wide automation extraction). Their remaining scope is not delivered here. php-fast-forward/changelog#1 is the already closed external-package extraction contract.

Motivation / Context

Fast Forward Changelog becomes the sole owner of fragment authoring, validation, release planning and publication policy. DevTools consumes the external lifecycle and distributes its caller and licensed skill.

Changes

  • Use the official php-fast-forward/changelog README caller in both the repository and consumer template, named Fast Forward Changelog: @v0, one job, main, source tags, comment-mode always and prepare-release true. The owner explicitly authorizes publish true: merging the validated managed version PR automatically publishes its tag and GitHub Release at the approved merge SHA.
  • Remove the DevTools changelog domain, commands, reusable implementation, custom orchestration and automatic PR conflict-resolution feature. No command proxy, compatibility alias or fallback remains.
  • Use fast-forward-changelog as the only skill entrypoint and update all active references. Local authoring uses the external CLI directly through CPX.
  • Normalize the historical CHANGELOG and preserve pending notes in independent fragments. Published historical descriptions remain attached to their versions.
  • Keep the repository free of migration reports, reconciliation snapshots, plans and helper scripts.

Selected runtime verification: latest stable v0.2.0, tag and v0 channel commit 2d3f84fa9e5350f03636153fdb3ae2a822e5ae60. The workflow follows @v0 by explicit owner choice.

Verification

  • Full suite before this review follow-up: 649 tests, 1,963 assertions, zero test failures/errors. The review correction passes 5 focused tests and 14 assertions. The existing desktop notifier emits a sandbox warning after completion; process exit is zero.
  • Focused sync, resource, agent and GitHub Actions checks passed.
  • Both callers match the official README with the explicitly selected name Fast Forward Changelog and publish:true settings, and match each other byte for byte. Tests require automatic publication to remain enabled.
  • actionlint, scoped Rector/ECS/PHPDoc and final diff checks passed.
  • Review follow-up: align the transient-retry workflow_run filter with the actual Fast Forward Changelog workflow name and verify that routing with a regression test. Correct the remaining local-action ownership statement in the workflow guide.
  • External fragment check: two valid fragments. Previous official format and 44 version-note extractions passed; historical content is unchanged by this follow-up.
  • Automatic-publication follow-up: 5 focused tests / 14 assertions, actionlint, scoped Rector/ECS/PHPDoc and fragment validation passed. The upstream contract was checked at v0 commit 2d3f84fa9e5350f03636153fdb3ae2a822e5ae60: publication requires the merged managed PR, verifies Bot and commit evidence, and targets the exact approved merge SHA.
  • The complete local composer dev-tools gate remains failing on 62 styling differences in files identical to the base and an unavailable phpdoc PHAR shim. No checks were disabled or unrelated source changed to suppress this.

Documentation / Generated Output

README, usage documentation, agent guidance and consumer assets reflect direct use of the external package. The DevTools workflow is an event caller with no workflow_call interface. Correct immutable references continue to refer to their own commit; incompatible current-branch calls fail.

Changelog

One major-impact integration fragment plus the independently preserved pending documentation fragment. No new Unreleased section.

Reviewer Notes

The inventory found 44 verified remote tags with existing GitHub Releases and five additional documented versions whose remote identities/dates remain unverified: 1.0.1–1.0.4 and 1.2.2. Their historical notes remain preserved. No missing-Release creation is planned.

No merge, direct tag creation/move, Release creation or historical Release-body update has been performed during this task. Automatic tag and Release publication is explicitly authorized through publish:true after the reviewed managed version PR is merged; no second per-release permission is required for that configured operation. The workflow does not merge PRs itself. Historical publication changes remain a separate operation.

The central-history maintenance grant uses the upstream verified human maintain/admin mechanism, not a label-only bypass or fabricated Bot evidence. Current publication configuration HEAD: 39ee447. Required checks, reviews and threads must be assessed again at the final published HEAD.

The compatibility suggestions in the automated reviews were assessed against the owner's explicit full-replacement decision and are intentionally not applied. Findings tied to the removed command bridge are obsolete; the contributor guide now uses direct external fragment commands.

📝 Summary

Summary by CodeRabbit

  • New Features

    • Changelog contributions can be prepared as independent fragments and checked with the Fast Forward Changelog CLI, which requires PHP 8.5 and CPX.
    • A managed version pull request consolidates fragments; merging it publishes the approved tag and GitHub Release automatically. The workflow does not merge the pull request.
  • Changes

    • Built-in changelog commands and automatic resolution of predictable changelog and wiki conflicts are no longer available.
    • Historical release notes and dates have been updated.

DevTools removes its built-in changelog services, commands, and automation. It delegates fragment checks and managed release preparation to Fast Forward Changelog. The repository adds a new skill and updates contributor instructions, workflow documentation, and changelog history.

Full details: Out of Scope Changes check

Explanation

The reviewed changes replace the DevTools changelog implementation with the external lifecycle described by the PR. Workflow callers, external CLI and skill guidance, fragment documentation, historical normalization, managed version-PR guidance, and related tests support that replacement. The PR identifies #197, #238, and #240 as related only, and no unrelated implementation is demonstrated. Automatic publication is an explicit current-PR objective.

Full details: Docstring Coverage

Explanation

Docstring coverage is 93.75% which is sufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff. Analyzed 16 functions across 8 files. (8 skipped: 8 unsupported.)

Full details: Linked Issues check

Explanation

The directly linked issues #145 and #243 remain open, so their coding requirements apply. For #145, the PR removes the DevTools guard and delegates to the external workflow. The new skill only documents a committed origin/main comparison, and the workflow only calls the external @v0 workflow. The PR provides no DevTools stale-baseline diagnostic, stale-branch test, or recovery documentation. For #243, the workflow and tests cover caller configuration and retry routing only. They do not detect Unreleased fixes or the five-entry threshold, ask for confirmation, dispatch after confirmation, verify the release PR, run review, or block merge on failed checks or unexpected files. The PR description confirms that these behaviors are not implemented.

Resolution

Implement the required #145 stale-baseline guard, actionable failure, focused tests, and recovery documentation. Implement the #243 readiness detection, confirmation, dispatch, release-PR validation, review gate, merge guard, tests, and documentation. If this replacement is intended to supersede the issues instead, remove or reclassify the open direct links before using the PR as their resolution.

Update the stale changelog-publishing statements.

This change deletes .github/actions/changelog/* and sets publish: false. Two parts of this page still describe the old behavior:

  • Lines 11-14 still list "changelog publishing" among the local actions.
  • Lines 405-410 still say that project items move to Released when the release PR merges and the GitHub release is published.

In both places, refer to the external Changelog workflow and to publication being disabled during adoption.

Pin the reusable workflow to the reviewed commit.

The current pull_request_target feedback path checks out the PR head with read-only access and runs the trusted changelog runtime. It does not execute PR-head code. However, @v0 can change this behavior without a change in this repository. The caller also enables publish: true and grants write permissions.

Confirm the approved publication setting before merge.

The workflow sets publish: true, and the matching test expects publish to be true. This conflicts with the stated adoption plan, which keeps publication disabled until separate authorization. If publication must remain disabled, update both values to false.

Do not enable publication by default in the consumer template.

This template is copied into consumer repositories. With publish: true, the first managed version PR that a consumer merges creates a tag and a GitHub Release. Consumers get this behavior without a decision of their own. The skill guidance says "Keep publication disabled during adoption."

Ship publish: false in the template, and document how a consumer enables publication. The test consumerTemplateWillMatchTheRepositoryCallerExactly requires the template to match this repository's caller byte for byte. If the repository caller keeps publish: true, change that test to allow the publish value to differ.

P2 Badge Retain a retirement entrypoint for installed conflict wrappers

For consumers that installed the previously shipped resources/github-actions/auto-resolve-conflicts.yml, deleting this workflow leaves their wrapper calling php-fast-forward/dev-tools/.github/workflows/auto-resolve-conflicts.yml@main, so subsequent pushes and PR updates invoke a nonexistent reusable workflow. Repository-wide search found no replacement entrypoint. Even dev-tools:sync --overwrite cannot retire these callers: CopyResourceCommand::copyDirectory() only visits files still present in the packaged source and never removes obsolete destination files. Retain a compatible no-op or migration entrypoint until existing wrappers have been retired; removing automatic conflict resolution does not require breaking their workflow references.
