Updates the Go dependencies of both modules.
Caddy v2.11.7 lifts both holds from #2681:
github.com/google/cel-gov0.28.1 is replaced bycel.dev/cel-gov0.32.0 (the module was renamed upstream, and Caddy imports the new path since v2.11.6).github.com/KimMachineGun/automemlimitv0.7.5 → v1.0.0.Other bumps:
